Monitoring and evaluation (M&E) in RHVP is a cross-cutting activity that supports all three components of the Programme. It is based on a comprehensive plan which outlines:

what RHVP intends to monitor and evaluate;
-
the timing (and sequencing) of all key M&E-related activities;

roles and responsibilities of RHVP staff and resource requirements;
-
a broad methodology that explains how each M&E activity will be conducted.
For each of RHVP’s three components, a set of target indicators has been developed that responds to the Programme’s terms of reference. Additionally each component has a number of learning questions that differ from target indicators. This combination of target indicators and learning questions aims to assess whether RHVP activities are sustainable, relevant, effective and efficient.
All staff are involved in M&E related activities and the process is supported by a local M&E advisor who provides technical expertise and facilitates M&E-related activities.
