The Regional Hunger and Vulnerability Programme (RHVP) supports policy-makers and practitioners concerned with food security, social protection and vulnerability in southern Africa. In doing so, it has a specific focus on social protection and, more particularly, social transfers (cash, inputs, food, agricultural subsidies).
RHVP is a regional programme working primarily in six southern African countries (Lesotho, Malawi, Mozambique, Swaziland, Zambia and Zimbabwe) with significant levels of chronic vulnerability to hunger.
The Programme has three interlinked components.

Building evidence: Through the Regional Evidence-Building Agenda (REBA), RHVP is identifying, consolidating and analysing evidence on social transfers and other aspects of social protection. This will help to define lessons and best practices for instruments, systems and policies. The REBA aims to learn from existing evidence from southern Africa and beyond, and from new investigative work in the region to support and substantiate key advocacy messages.

Building capacity: RHVP is working with the Southern African Development Community (SADC), the Regional Vulnerability Assessment Committee (RVAC) and individual national Vulnerability Assessment Committees (VACs) to improve the quality, relevance and affordability of vulnerability assessment and analysis (VAA). The focus is on the design and impact evaluation of social protection and other policies and instruments to address hunger and vulnerability. A key element of RHVP’s capacity building is the development of a regional centre of excellence for vulnerability assessment and analysis to support social protection.

Building advocacy: RHVP supports evidence-based awareness and advocacy on key social protection issues, policies and instruments in tackling hunger and vulnerability in the region. The Programme sponsors www.wahenga.net and produces a range of communication materials and media initiatives aiming to facilitate broad-based access to the current debate on hunger and vulnerability in the region.
RHVP is funded by the UK Department for International Development (DFID) and the Australian Agency for International Development (AusAID) and is managed by a consortium of international and regional partners led by UK-based consultants MASDAR.
