The Grow Up Free From Poverty Coalition and the Regional Hunger and Vulnerability Programme (RHVP), with support from the UK Governments Department for International Development (DFID) recently held an Africa Civil Society and Social Protection Review meeting to take stock of existing civil society engagement in social protection policy formulation within Africa, and to develop proposals to promote broad-based, effective and accountable programmes of national and regional civil society participation in social protection policy formulation.
The objectives of the meeting
-
Learn from existing civil society activity; coordinate and plan future national civil society engagement.
-
Consider and debate the elements of a progressive consensus on social protection policy, strategy and process. The lack of such a consensus around core social protection issues such as affordability, conditionality, universality, comprehensiveness, integration of social protection into social policy, delivery and institutional constraints, types of social transfers, severely constrains progress in debates and discussions at a national level, as well as causing friction amongst social protection advocates.
-
Provide accessible information which illustrates the benefits of social transfers, answers frequently asked questions and explains the contentious areas.
