A review of Social Protection in Southern Africa

Social protection in southern Africa has been dominated by social assistance for vulnerable groups, and emergency relief. The food crisis of 2001/02 revealed the limitations of this ‘safety net’ approach, exposing the structural nature of vulnerability and the imperative to move towards more comprehensive institutionalised social protection systems. Innovative ideas are being introduced, but many challenges remain – such as scaling, the fiscal affordability and political sustainability, and the failure of targeted transfers to address underlying structural vulner-abilities such as market failures.
