      <description>What is the impact of poverty on development and democracy?  Afrobarometer has developed a &quot;Lived Poverty Index&quot; which measures how frequently people go without basic necessities.  Afrobarometer&apos;s survey in 18 African countries shows that &quot;lived poverty&quot; is extensive across these countries. In every country, the most commonly reported shortage was  cash income.</description>
